The short answer: a new build in Limassol usually costs more upfront because of VAT, but it comes with modern specifications, a developer defects period, no transfer fee and, at €300,000 plus VAT and above, a possible route to permanent residency. A resale apartment carries no VAT, but you pay reduced transfer fees and need extra care over title deeds and condition. The right choice depends on why you are buying: to live, to rent out, to secure residency, or all three.
The cost difference: VAT versus transfer fees
This is where the two routes really separate.
New build
When you buy a new apartment from a developer, VAT applies. The standard rate is 19 percent. If the apartment will be your main residence and meets strict size and value limits, you may pay 5 percent on part of the price instead (PwC Worldwide Tax Summaries, reviewed 4 August 2026). When VAT is charged, no Land Registry transfer fee is due when the title deed passes to you.
Resale
A resale between private individuals usually carries no VAT. Instead, you pay transfer fees to the Department of Lands and Surveys. The official scale is 3 percent on the first €85,000, 5 percent from €85,001 to €170,000 and 8 percent above that, and a 50 percent reduction currently applies where no VAT is charged (PwC; Cyprus Tax Life, 2026).
Stamp duty no longer adds to either route: it was abolished from 1 January 2026.

Title deeds: the biggest risk on resale
For many years Cyprus had a serious backlog of title deeds, and some buyers paid in full without ever receiving a deed, sometimes because the developer’s land was mortgaged. Law 110(I)/2025, passed in July 2025, now gives buyers who have paid in full a route to transfer the title despite older encumbrances (Koufettas Law, 2026). It helps, but you still want to avoid the problem in the first place.
On a resale, your lawyer should confirm:
- whether a separate title deed exists in the seller’s name
- whether there are mortgages, charges or court orders on the property (a Land Registry search certificate shows this)
- whether the building has a certificate of final approval
- whether there are any unauthorised additions, such as enclosed verandas
On a new build, the questions are different: does the developer hold valid planning and building permits, is there a mortgage on the land and how will it be released, and what does the contract say about applying for your separate deed? Registering your contract at the Land Registry protects you in both cases.
Permanent residency: only new builds qualify for the property route
If residency matters to you, this may decide the question. Under the fast track permanent residency scheme (Regulation 6(2)), the residential property route requires at least €300,000 plus VAT invested in new residential property bought as a first sale from a developer. Resale homes do not qualify under the residential category (GK Law Firm, updated June 2026). We explain the full conditions in our guide to permanent residency through property.
Quality, energy and running costs
Limassol has changed quickly in the last decade. Many older resale apartments were built to earlier standards, with less insulation, older air conditioning systems and no covered parking. Newer buildings typically offer better energy performance, which matters in a city with long, hot summers and rising electricity costs.
Things to compare on any apartment you view:
- Energy performance certificate and the type of insulation and glazing
- Common expenses for lifts, pools, gardens and cleaning, and whether a proper management committee exists
- Parking and storage, which are hard to add later
- Condition of shared areas, roofs and water tanks on older buildings
A new build also comes with a defects period from the developer. At TLV Developers our terms are: a 12 month defects liability period after delivery. Always read what your contract actually says.
Timing: move in now or wait for completion
A resale can be yours within weeks once the checks and the transfer are done. That suits someone relocating soon.
Buying new often means buying off plan: you sign during construction and pay in stages until delivery. The benefits are choice of floor and view, time to spread payments and a finished home built to current rules. The trade off is waiting, and depending on the developer to finish on time. Our guide to off plan payment plans explains how stages and protections usually work.
Renting it out
Both types can be rented. Tenants in Limassol, many of them international professionals, tend to look for modern layouts, good air conditioning, parking and a pool, which newer buildings usually offer. Older apartments in good central locations still rent well, but may need refurbishment first. Whichever you choose, a local manager makes a big difference to how smoothly the rental runs. Within our group, My Neighbours manages properties in Limassol for owners who live abroad.
A simple way to decide
- Buying mainly for residency? New build.
- Moving to Cyprus this year and want the keys now? Resale or a completed new building.
- Buying to rent out with minimum maintenance? New build tends to be easier to manage.
- Looking for a specific old town character property? Resale, with extra legal checks.
Frequently asked questions
Is a new build always more expensive than resale in Limassol?
Not always per square metre, but VAT adds to the upfront cost of a new build. On a resale you pay transfer fees instead. Compare the full cost of each option, not only the asking price.
Can I get 5 percent VAT on a resale apartment?
No. The reduced VAT rate applies to the supply of new residential property subject to VAT. A resale between private owners normally carries no VAT at all.
How do I know a resale apartment has a title deed?
Ask your lawyer to obtain a search certificate from the Land Registry. It shows the registered owner and any mortgages or charges. Never rely on the seller’s word alone.
Do new builds in Limassol come with a guarantee?
Developers usually give a defects period, but its length and scope are set by the contract. Read it carefully and ask your lawyer to explain what is covered.
